Reforming Basic Protection in the Swedish Pension System

In June 2026, the Swedish government commissioned an inquiry into reforming basic protection in the pension system (Dir. 2026:57), following preparatory work by a working group led by Johannes Hagen at the Ministry of Health and Social Affairs. In this seminar, Johannes Hagen will present findings from the working group and discuss the ongoing inquiry. Sweden’s basic pension protection combines a guarantee pension with several supplementary and means-tested benefits. The inquiry aims to simplify the benefit structure, make the system easier to understand, and improve targeting.

 

Johannes Hagen is a Senior Associate Professor of Economics at Jönköping International Business School, Jönköping University. His research focuses on pensions, retirement and household financial decisions. He is the government-appointed special investigator (särskild utredare) leading the basic protection inquiry.
